The Finance Officer contributes to the sound management of the Club / Network by providing specialist skills in financial management and reporting as detailed in the Governance documents adopted by the Steering Group. Although the Finance Officer does not need to be an accountant, they should understand how to use spreadsheets and how to monitor income and expenditure appropriately.

The Role

Job title: Finance Officer – Club / Network (England)

Estimated hours: 4 hours per month

The Finance Officer contributes to the sound management of the Club / Network by providing specialist skills in financial management and reporting as detailed in the Governance documents adopted by the Steering Group. Although the Finance Officer does not need to be an accountant, they should understand how to use spreadsheets and how to monitor income and expenditure appropriately.

The Finance Officer is responsible for managing the income and expenditure of all the Club / Network Special Olympics related funds, and for providing Special Olympics GB National Office an annual financial report (using a provided template) on all funds raised and spent each year (1st January to 31st December). Financial reports for the previous year are submitted along with the annual accreditation form between January and February each year.

Given these responsibilities, the Finance Officer typically acts as an information and reference point for the Steering Group members: clarifying financial implications of proposals; confirming legal requirements; outlining the current financial status; and retrieving relevant documentation where required.

Responsibilities

The 5 main responsibilities of the Finance Officer include:

  1. General financial oversight:
    1. Oversee and present budgets, accounts and financial statements to the Steering Group
    2. Liaise with designated volunteers or Special Olympics GB National Office about financial matters
    3. Ensure that relevant financial systems and controls are in place
    4. Ensure that record-keeping and accounts meet the conditions of funders or statutory bodies
    5. Ensure compliance with the relevant Special Olympics GB Governance documents
  1. Funding and fundraising
    1. Advise on the Club / Network fundraising strategy
    2. Ensure use of funds complies with conditions set by funding bodies
    3. Ensure fundraising complies with the relevant Special Olympics GB Governance document and is bound by effective financial systems and controls
    4. Ensure effective monitoring and reporting
  1. Financial planning and budgeting
    1. Prepare and present budgets for new or ongoing activities
    2. Advise on financial implications of strategic and operational plans
    3. Present revised financial forecasts based on actual spend
  1. Banking, book-keeping and record-keeping
    1. Manage bank accounts
    2. Set up appropriate systems for book-keeping, payments & petty cash
    3. Ensure everyone handling money keeps proper records and documentation
  1. Financial reporting
    1. Present regular reports on the Club / Network financial position
    2. Prepare accounts for audit (if requested by Special Olympics GB National Office) and liaising with the auditor, as required
    3. Present accounts at any requested Steering Group meeting
    4. Advise on the Club / Network reserves and investment policy

Person Specification

Essential criteria

The candidate must:

  • fully endorse the mission and philosophy of Special Olympics
  • be committed to supporting a positive experience for all Special Olympics members (athletes, Unified Partners, volunteers) in the Club / Network
  • be a minimum of 18 years of age and be able to complete the Special Olympics GB volunteer registration process in full
  • be able to coordinate and collate sometimes complex information, from a variety of sources
  • be highly organised
  • have experience of working within both short and long term timescales, often without supervision
  • have experience in using spreadsheets or other financial management tools
  • be able to demonstrate the ability to monitor income and expenditure
  • have experience in preparing basic financial reports

Desirable criteria

The candidate could have:

  • experience of working with volunteers
  • experience of working in the sports sector

Notes

  • This role does not require completion of a Disclosure and Barring Service check, though the candidate may be required to provide a reference if requested by Special Olympics GB National Office or the Steering Group
  • This is a voluntary, unpaid role. The Club, Region or Special Olympics GB do not usually pay for volunteer travel expenses, though this may be considered in exceptional circumstances
  • Unless appointed by Special Olympics GB National Office, the Steering Group are required to vote and elect new Steering Group members at least every two years, including the Finance Officer
